(Small Notes for the Issue)

The first Toukamachi Snow Festival was held in 1950. Its main attraction is the "Carnival on the snow," which consists of snow, kimono (Japanese traditional costumes), and fireworks. The stamp depicts the "Stage of Snow" for the 32nd festival, in 1981, the largest building ever made by snow in the Guiness Book of Records. The 50th festival is held on 19 to 21 February 1999, in Toukamachi City, Niigata.
